Beyond "lines of code"
Six months into your offshore engagement, your CFO asks: "Is this working?" If your answer involves lines of code, story points, or hours logged, you've already lost the conversation. Those are activity metrics. Leadership cares about outcomes.
Here are the 12 metrics that actually demonstrate offshore team ROI — organized by what they measure.
Delivery metrics (are we shipping?)
1. Cycle time
Time from "in progress" to "deployed in production." This is the single most important delivery metric. A healthy offshore team should match your onshore cycle time within 90 days of ramp-up. If it's 2x or 3x slower after 90 days, you have a process problem — not a talent problem.
Target: Within 20% of your onshore team's cycle time.
2. Deployment frequency
How often is the team shipping to production? Daily deployments indicate a team that's confident in their testing and CI/CD pipeline. Weekly or biweekly suggests bottlenecks.
Target: Same frequency as your onshore team. If different, investigate why.
3. PR review turnaround
The average time from PR submission to first review. Timezone differences make this tricky — but a well-structured team should achieve <8 hour turnaround using async reviews and timezone handoffs.
Target: <8 hours for first review, <24 hours to merge.
Quality metrics (are we shipping well?)
4. Defect escape rate
Percentage of bugs found in production vs. caught in review/testing/staging. This is your quality early-warning system. A rising escape rate means your testing or review processes are breaking down.
Target: <5% of total bugs discovered in production.
5. Code review feedback ratio
Average comments per PR. Some comments are good (catching real issues), but a consistently high ratio suggests the developer isn't aligning with standards before submitting. Track the trend, not the absolute number.
Target: Decreasing trend over the first 90 days.
6. Test coverage delta
Is the offshore team maintaining or improving test coverage? Track the delta, not the absolute percentage. If coverage drops after they join, address it immediately.
Target: Coverage stays flat or improves quarter over quarter.
Financial metrics (is it worth it?)
7. Cost per feature
Total offshore team cost divided by features delivered. Compare this to the equivalent onshore cost. This is the metric your CFO actually cares about.
Target: 40-60% lower than equivalent onshore feature cost.
8. Total cost of ownership (TCO)
All-in cost including salaries, management overhead, tooling, travel, and any rework. Compare to the alternative (hiring locally, using contractors, delaying the work entirely).
Formula: (Team cost + management overhead + tooling + travel + rework) / features delivered
9. Time to full productivity
Weeks from Day 1 to the developer matching the team's average cycle time. This measures onboarding effectiveness and has a direct financial impact — every extra week is wasted salary.
Target: 3-4 weeks for senior developers, 6-8 weeks for mid-level.
Team health metrics (will it last?)
10. Retention rate
Annual retention of your offshore team members. High turnover destroys ROI through constant re-onboarding. Best-in-class offshore partners achieve 85-90% annual retention.
Target: >85% annual retention. Below 75% = red flag.
11. Communication satisfaction score
Monthly pulse survey (1-10) from both onshore and offshore team members. "How satisfied are you with cross-team communication?" Declining scores predict problems months before they show up in delivery metrics.
Target: 7+ average, stable or improving trend.
12. Innovation contributions
How many process improvements, architecture suggestions, or refactoring proposals come from the offshore team? A team that only executes tickets is underperforming. A team that proactively identifies improvements is a strategic asset.
Target: At least 1 proactive improvement proposal per developer per quarter.
Building the dashboard
Don't track all 12 from day one. Start with 4-5 that matter most to your leadership, and add metrics as the engagement matures. The goal isn't measurement for measurement's sake — it's visibility that enables better decisions.
